The HR Excellence in Research process 

Project Milestones

The HR Excellence in Research process comprises several successive phases leading to the award and its subsequent renewal. 

 

1. Initial phase 

(August 2025 – 2026 | 12 months)

  • Signing of the institutional commitment to the European Charter for Researchers (Endorsement Letter).
  • Staff survey. 
  • Appointment of the Steering Committee and Working Group. 
  • Analysis of the current practices (GAP analysis and OTM-R checklist) 
    • comparison of internal documents and actual institutional practice against European Commission requirements
    • discussions with staff
  • Preparation of the Action Plan based on the results of the analysis and staff input
  • Submission of the application for the HR Excellence in Research award.

 

2. Interim phase 

(24 months) 

  • Implementation of the measures set out in the Action Plan (revision of internal regulations, development of HR processes, trainings, workshops and other support activities).
  • Ongoing monitoring and evaluation of the project progress and preparation for the Interim Assessment by the European Commission.
  • Ensuring the long-term sustainability of the adopted measures.

 

3. Award renewal phase

(every 36 years) 

  • Review and update of the Action Plan.
  • Preparation for renewal of the HR Excellence in Research award.
  • Final evaluation of the results achieved.

HR Excellence in Research is a long-term cycle of continuous improvement in the working environment and HR processes across UMPRUM.
